Earlier it would just download - full file - onto your Wndows PC and be done with it. More just a side note in the support pages.So the new versions of "iCloud for Windows" work differently from before. Important to note is that Apple changed the workings quite a bit without really broadcasting that out. When done, you will in effect of course have TWO copies one in your iCloud Photo folder (that is the true original), and one in the folder you are copying to. That will start the download process, file by file, and copy the files into the folder as well. That process can be a bit slow - even unreliable and stop after a couple of thousand files has been downloaded - so best is to COPY all those photos (not yet downloaded) into a new folder. It is that simple (tagging u/codexdesign)BUT, new version of "iCloud for Windows" works just as OneDrive.It does sync up the content stored in iCloud Photos fairly quickly - but it does not download it.So you have to right-mouse-click the files you want, and mark them as "keep on this device".
